Served as Acting Civil Chief in 2002 and 2003, advocating for and participating in a variety of ADR resolutions of the matters handled by the Civil Division and mediated disputes among and between professional staff and management of the Office with other Constituent parts of the Department as well as with client agencies. Civil , as Appellate Coordinator from 2003 to 2005 I was assigned with writing the more complex Briefs and assigning and supervising the preparation of all other Briefs filed by the Office.

DIVISION OF ENFORCEMENT TRIAL ATTORNEY: Conducted investigations, advised the commission and negotiated or tried: matters arising under the securities laws of the United States. Responsible for matters including: an action against the world’s (then) largest steel producer, matters involving securities brokerage houses, banks, an oil refiner, a tire producer, accounting firms and other matters. Most of those cases were resolved through direct , diligent and committed negotiation. It was during this period when I became focused on the need to learn and apply ADR techniques to achieve more palatable resolutions for disputants in a more efficient and less costly way. I obtained skills through trainings offered to prospective E.E.O.C. counselors and applied those skills regularly in resolving E.E.O.C. complaints. I also utilized that training and the skill sets so acquired in my work as a board member of the SEC Credit Union.

Attorney General’s Trial Advocacy Institute, Dept. of Justice
Has taught Trial Advocacy courses to federal and state prosecutors on an as needed basis both at the National Advocacy Center in South Carolina and before that at the Department of Justice Pennsylvania Avenue Office in Washington DC.
Has also trained local prosecutors for the Office of the Attorney General.
Police Training
Trained police recruits at the Virgin Islands Police Academy in issues arising from, among other things, Fourth and Fifth Amendment issues, excessive force and police liability. In 2004, I was selected by the recruit class to be their commencement speaker.
Provided refresher and update instruction to Lieutenants, Captains and above in executive police training for the Virgin Islands Police Department.
Guest Lecturer , University of the Virgin Islands I have lectured students on selected topics including the Virgin Islands
I have lectured students on selected topics including Expert Witness Testimony in a course on Forensic Sciences. In 2004, my lecture was singled out as the most interesting by the students.
